Occupancy Specialist

Pay may be adjusted depending on experience and training.

This position is ideal for a candidate with some prior property management experience, including Section 8, RD, LIHTC and HOME. Working knowledge of Boston Post Software required. Successful candidate should have the ability to work independently within a fast-paced environment. Strong math, organizational and multi-tasking skills are a must. Must hold a valid driver’s license and have the ability to pass a routine criminal background check.

The COS is required to have the knowledge, skills, and ability necessary to understand all core occupancy standards, including eligibility, 504/Fair Housing, assets and income determination and calculation of allowances and adjusted income, verifications, annual and interim recertifications, billing and special claims, and tenant fraud. The COS is required to be familiar with the HUD and RD Handbook in its entirety as well as any changes or updates. The COS must understand the importance and agree to the highest standard of professional conduct.

This position is required to pass a Certified Occupancy Specialist (COS) exam within 6 months of hire if they do not have a COS designation prior to hire. COS designation must include HOTMA training. The position is required to pass a S.T.A.R. (RD) exam as well as a C3P Tax Credit Certification within 12 months of hire if they do not currently have these designations prior to hire.

12. Bring any issues immediately to the Executive Director or Finance Director.

13. Keep safety as a #1 priority. Successful job performance depends on attention to safety issues.

14. Maintain a neat, orderly and well-organized personal office space and assist with the whole office condition as well.

Essential Duties and Requirements:

1. Responsible for the recertification process to verify residents meet regulatory requirements of the properties and the entering of all data/information into Boston Post.

2. Send notices and paperwork to residents requiring certification.

3. Conduct recertification interviews with residents, preferably in person. Assist resident with paperwork completion as needed.

4. Verifies income, assets, medical or unusual expenses, and other information as required by program guidelines for income certifications or recertifications.

5. Regularly check outstanding third-party verification paperwork for return and follow-up with agencies/individuals to ensure verifications are received in a timely manner.

6. Process all Annual and Interim certifications in Boston Post.

7. Assures residents are fulfilling their responsibility in providing accurate verifications and timely submission of other necessary documents.

8. Obtain resident signatures on Tenant Income Certifications.

9. Ensure all necessary documents are in order and filed.

10.Maintain resident files in review order at all times by regularly auditing and reviewing resident files ensuring accuracy and completeness.

11.Ensures compliance with HUD, LIHTC, HOME and RD requirements for all recertification and reporting requirements.

12.Prepare, submit, and track Special Claims submissions.

13.Regularly transmit resident information to TRACs and MINC as well as receive any submission errors making corrections as needed.

14.Correct any errors reported in the HDS Next Gen system as required.15Participate in the management review process as assigned.

15.Other duties include but are not limited to:

16.Monthly in person rent collections

17.Monthly serving of Notices of Termination

18.Write tenant and complaint letters as assigned.

19.In the absence of the Administrative Assistant/AR Clerk shares in the responsibility of opening daily mail, daily cash ups, depositing night bags and retrieving the next day, and nightly mail drop off if needed.

20.Assists in the answer of the telephone and greeting of customers at front window and process rent payments if needed.

21.All other job assignments or such duties as assigned or requested by the Executive Director or their designee.

Essential Physical Requirements and Working Conditions:

1. Ability to sit/stand for long periods of time 0-8 hours and/or use of computer.

2. Ability to lift up to 25 pounds.

3. Ability to use eyes, hands, fingers, walk, stand or reach to perform general office and typing/computer duties.

4. Frequent walking or standing, climbing stairs.

5. Full-time in person position, 40 hours per week. No overtime.

6. Office environment, low to moderate noise or public traffic.
