Job Description – HR/PAYROLL SPECIALIST
Position Overview
To provide professional knowledge and expertise in the administration and support of employee benefits, new hires, and testing programs. Responsible for the overall coordination and implementation of employee benefits, new hires, termination and testing programs to assure compliance with regulatory agency guidelines and institutional policies. To collect timecards and process payroll.
Essential Functions-HR
- Administer compensation, benefits and performance management systems.
- Identify staff vacancies, recruit, interview, and select applicants.
- Provide current and prospective employees with information about policies, job duties, working conditions, wages, and benefits.
- Perform difficult staffing duties, including dealing with understaffing, disputes, firing employees and administering disciplinary procedures.
- Advise managers on organizational policy matters such as equal opportunity and sexual harassment and recommend needed changes.
- Plan and conduct new employee orientation to foster positive attitude toward organizational objectives.
- Serve as a link between management, office staff and field staff by handling questions, interpreting and administering benefit contracts and helping resolve work-related problems.
- Maintain employee records and compile statistical reports concerning personnel related data such as hires, terminations, performance appraisals and absenteeism rates.
- Conduct exit interviews to identify reasons for employee terminations.
- Maintain worker compensation records and be the contact for the worker’s compensation and employee.
- Keep accurate records of all unemployment and credit collection information.
- Maintain employee listing for new hire, random and DOT drug screenings to include results.
- Manage all CDL records to include DL and Medical Card expiration, all mandatory record updates, and ongoing compliance reporting.
- Attended job/career fairs in recruiting processes.
- Attend conferences, meetings, and workshops to keep up-to-date on employment methods and procedures as applicable codes and regulations or to maintain required level of certification.
Essential Functions-Payroll
- Manage timecard tracking system to include new hires and terminations.
- Collect, review and process all timecards for weekly payroll.
- Track all PTO requests and manage employee management system to confirm current PTO.
- Convert payroll and process in Payroll Database.
- Process WC and Credit Collections
- Email out paystubs
Reporting Relationship
- The Human Resources Manager reports to upper management.
JOB REQUIREMENTS
Educational Requirements
- Required: High School, Diploma or G.E.D.
- Preferred: 2 to 4 year college degree
Experience Requirements
- Minimum 3 years’ experience as directly related to human resources.
- Preferred: SHRM-CP
Knowledge, Skills, Abilities
- Mathematical abilities at the level required to perform basic measurements and calculations.
- Reasoning ability (logic) use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems
- Must be active listener by giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times.
- Must be able to utilize a computer, Microsoft Word/Excel/PowerPoint.
Physical Requirements
- Must be able to sit, stand, kneel and climb for extended periods of time
- Body movements: Walking, turning, stooping and reaching for and carrying materials.
- Body sense: Must hear and see well enough to understand oral and written directions.
- Must be able to consistently lift a minimum of 50lbs dead weight
Licensing Requirements
- Required: Valid Driver’s license.
Other
- If this is a supervisory position, the incumbent is expected to complete required supervisory training; orient, train and develop subordinates; provide appropriate coaching, guidance and supervision to subordinates; and complete annual performance evaluations.
- Responsible for duties relating to internal controls including safe-guarding of departmental assets, reliability of department financial information, and compliance with applicable laws, regulations, policies, and procedures.
